About WinPE

I am newbie of using windows.
Actually, i want a Windows without installing for a long, but i don't know how to made it, and I afraid that it can't include useful softwares.
But, after i got this page, i knew that a lot of great hackers are trying to made them well.
Here, i have some questions:
1) Where can i find a page can i learnt how to made a great Live-win cd?
2) I can't see some ftp that shown on other post because i am using Traditional Chinese. How can i see them?
3)Has anyone made Traditiojnal Chinese version WinPE?

这好像没有人做繁体版的，因为我们都没有繁体版的xp呀。
