The translation was delayed while testing the admin login process.
Anyway, there are two news.
The bad news is that in my case the admin login failed because of the black screen in the switching process.
The good news is that I have successfully built 19H1_18323 and are glad to tell you how I succeeded in displaying the PENETWORK tray icon, which was not previously shown in the 19H1 build.

Yes, I've tested with v1809.
Judging from your success, there seems to be a problem with my build environment.
I've tried various combinations of options and so on with Github version.
Windows explorer shell + Admin + DWM / without DWM + not reduced imageres.dll + Full Winre.wim /  light WinSxS + full software hive / merge hive + even more PURE wimbuilder-master version from Github(i.e., original defualt version without my any modification)
For your information, I also tried an additional line (if %VER[3]% GTR 18300 set VER_CNAME=.19h1.) when building 19H1. (00-Configures\System\Admin\SwitchToAdmin.bat)
I don’t' know the reason :(

To avoid twice runs, I have used the option to activate in PENetwork.ini.
This time, the solution was to increase the version number to support 19H1 (00-Configures\System\main.bat)
